Still, he was president long enough before the attack to know what was coming. Clinton's cabinet spelled it out for him long before the attack and even Clinton tried to have Osama taken out. Also, how can you spend (and yes, the total is definately higher now) $600 billion dollars on a war with a sandbox country when a fraction of that money would mean there would be no poverty, no homeless and hungry in OUR country.
