Yea yea, I get that GG is banned via the NCAA because it's a diuretic, but what I want to know is WHY the NCAA hates on diuretics? What's the deal with that? What does a diuretic do that makes an athlete so much more a threat?

NCAA has the same drug restrictions no matter what the sport, so you have to keep in mind that some sports have weight restrictions (mainly wrestling but also I know crew has limits and possibly others?? not sure) Think of a wrestler who uses a diuretic to drop his water weight below a normal level, it gives him an added advantage over somebody who may not use such a tool.
Dehydration does become a concern but I'm going to assume the first reason was the more central focus of why they are banned.
